Managing Attorney – PLS Health and Income Program Areas
Pisgah Legal Services is a community-based non-profit corporation governed by a local Board of Directors. PLS has an annual budget of $6.4 million from a multitude of funding sources. Located in the Blue Ridge Mountains of Western North Carolina (WNC), Pisgah Legal Services’ provides free civil legal assistance to low-income people in western North Carolina. The organization has offices in Asheville, Hendersonville, Rutherfordton, Brevard, Spruce Pine, Marshall, and Highlands. With a dedicated staff of eighty-five, including thirty-three or more attorneys plus supporting staff, and an active pro bono panel of 300 private attorneys, the program provides free services to more than 19,000 people per year to meet their basic needs, primarily in the poverty law areas of housing, public benefits, domestic violence prevention, health care, immigration, and consumer law.
PLS is seeking a full-time Managing Attorney to lead various program under our Health and Income priorities. This position will oversee the poverty law legal work of various programs, build relationships and partnerships, and supervise staff, including attorneys, program support staff and volunteers. Substantive law areas include: Medicaid, Social Security Disability Insurance and Supplement Security Income, Unemployment Benefits Insurance, NC Food Stamps, Affordable Care Act, and a thorough understanding of the Social Determinants of Health (SDH) and how poverty law practice impacts health. Experience in administrative law and legal aid preferred. Passion for promoting justice and overcoming barriers facing low-income people, being a creative and zealous attorney and a team-player, being open to change, and a demonstrated commitment to achieving lasting results for clients and low-income communities are all important.
Scope of the position
PLS Managing Attorneys are responsible for poverty law program areas in addition to management responsibilities for the organization. Under direct supervision of the Chief Operating Officer, the PLS Managing Attorneys are responsible for the following:
• Direct supervision of poverty law programs and attorney practice, including non-legal services areas such as ACA health insurance enrollment and Earned Income Tax Credit programs.
• Program management, including oversight of legal case work, screening and case assignment, and assisting with grant reporting and program evaluation.
• Managing an active caseload and co-counseling on cases as needed
• New program development and implementation
• Professional development and staff training (including CLE presentations to local bar associations)
• Community engagement
• Strategic planning
• Other duties as needed
• Oversee the Health, Income and Medical-Legal Partnership programs and other programs as funding and resources require
• Build program capacity with an active caseload of poverty law cases in areas of NC Medicaid, NC Unemployment Benefits and other areas of high demand
• Build, develop and support teams within the program areas and build teams within the larger organization and among program areas
• Motivate staff to meet PLS’ mission and goals and foster engagement within the organization
• Participate in management meetings and strategic planning and regularly contribute to organizational decisions
• Work regularly with other managing attorneys as needed on overlapping program goals and requirements, supervision, and other management tasks
• Develop goals and work plan to achieve those goals
• Ensure staff achieve professional development and are provided with professional growth opportunities
• Train (formal and informal) staff, including attorneys and volunteers
• Present at trainings for legal services, other advocates, or the community
• Apply knowledge of poverty law issues, strategies and solutions to engage in and supervise systemic advocacy
• Oversee assigned region to provide additional management support to offices and staff
• Establish and maintain professional relationships with partner agencies
• Manage program implementation and data reporting appropriate to the Managing Attorney’s teams and programs
• Supervise team leaders and non-team leader staff members according to supervision chart
• Represent PLS at community meetings and on boards related to policy areas, poverty law practice and funding goals
• Work closely with Development team to ensure the community is educated about the work of PLS
• Organize, oversee and provide impact advocacy on broad-reaching poverty law issues
• Work with in-house volunteers—attorneys and non-attorneys– to maximize support and advocacy efforts
• Ensure case handling supervision and support on a regular basis to advocates
• Write or edit grant/funding reports as needed
• Research and develop new grant and funding opportunities
• Monitor data for compliance with funding requirements for each team
• Monitor, in collaboration with Program Directors, advocate case workloads to ensure the appropriate level of cases commensurate with advocate experience and supervision
• Ensure PLS compliance with all federal and statute regulatory bodies
• Work closely with the COO to oversee the day-to-day delivery of high-quality services
• Passion for and commitment to PLS’ mission, values and vision.
• Licensed to practice law in any state (NC preferred) and in good standing with NC State Bar or other; ability to obtain comity with N.C. is also preferred
• Sincere commitment to work collaboratively with all constituent groups, including staff, board members, donors, community groups, member organizations and other supporters and stakeholders
• Strong interpersonal skills and the ability to work well with teams and independently.
• Demonstrated commitment to serving low-income people and communities.
• Experience in Administrative Law
• Experience in poverty law, including NC Medicaid or Social Security Disability would be an asset
• Excellent written and verbal communication skills.
• Fluency in Spanish would be an asset.
• Supervision experience required
• Meticulous organizational habits with the ability to manage large amounts of information, establish priorities, and meet deadlines
Salary ranges from $57,616 – $102,000 depending on experience. Excellent fringe benefits, including 401(k) retirement plan, as well as life, health, and disability insurance.
