This position provides coordination for the many unique functions of the fast-paced, ever-changing Affordable Care Act (ACA) Program at Pisgah Legal Services. The Coordinator is an important part of the ACA team addressing health issued related to poverty in our community and plays a crucial role in the everyday operations by making meaningful community connections through enrollment efforts, including outreach and marketing, providing program coordination and compassionately working with consumers to help them understand their options for affordable health insurance. This position will be housed at the Asheville location.

Enrollment Outreach and Marketing work includes:

  • Developing relationships with local community organizations and partners to engage in community education, outreach, and enrollment assistance activities.
  • Ability to track outreach and marketing work in on-line CRM software;
  • Working with other local Navigators, FQHCs, and CACs to organize enrollment and outreach events;
  • Organizing and conducting ACA education, outreach and marketing with consumers and community organizations alike including; social media marketing, building interagency relationships, in-reach referrals, identifying key community leaders to support activities in places including but not limited to:
    • Jails/prisons/detention centers
    • Treatment facilities
    • Faith-based organizations
    • Low-incoming housing developments
    • Community-based organizations
    • Health fairs

Program Coordination work includes:

  • Assisting with data entry, tracking and management of program outcomes for weekly grant reporting;
  • Attending NC specific trainings as appropriate and maintain competency in state-specific enrollment topics;
  • Assisting in volunteer recruitment, training and management as well as upkeep of volunteer schedules on-line and data entry for appointment scheduling and outcome tracking;
  • Providing ongoing support, training and feedback to volunteer navigators with strong interpersonal skills and ability to develop relationships and manage people;
  • Possible volunteer supervision based on skills;
  • Assisting in the tracking and maintenance of ACA hardware including computers, tablets, hotspots and printers;
  • Assist in maintaining and updating ACA software programs used for scheduling and outcome tracking.

Compassionate enrollment work with consumers includes:

  • Enrolling in 20 hours of initial web based training and successfully completing and passing the Navigator certification offered by the Centers for Medicaid and Medicare Services (CMS)
  • As a certified Navigator, will be able to understand:
    • The needs of underserved and vulnerable populations;
    • Eligibility and enrollment rules and procedures;
    • The range of qualified health plan options and insurance affordability programs
    • Privacy and security standards
    • Conduct education and outreach to uninsured individuals
    • Information regarding the Federally-facilitated Marketplace (FFM), including:
      • Eligibility requirements for federal tax subsidies and cost-sharing subsidies
      • Eligibility for Qualified Health Plans (QHP) on the FFM, Medicaid and North Carolina’s Health Choice and how to enroll in QHPs, Medicaid, and Health Choice on the marketplace website and/or ePass
    • How to meet with individuals and facilitate plan selection based on the needs of the individual/family or the small business seeking health insurance coverage, assess tax implications and premium and cost-sharing requirements, application submission, renewal, and disenrollment processes.
    • How the premium tax credits work and their potential financial impact
    • How to facilitate eligibility determinations for QHP, Medicaid, Health Choice, and SHOP and premium tax subsidies
    • How to provide referrals to appropriate agencies, including the North Carolina Department of Insurance for applicants and enrollees with grievances, complaints, questions, or need for other social services
    • How to provide all information and services in a manner that is culturally and linguistically appropriate and ensure accessibility for individuals with disabilities
  • Working with individuals in one-on-one appointments in Pisgah Legal Services offices or satellite locations in the 6 country service area of Western North Carolina
  • Providing all information and services in a manner that is culturally and linguistically appropriate and ensure accessibility for individuals with disabilities;
  • Answering the internal hotline to schedule appointments, coordinate medical-legal referrals for appointments and legal cases;
  • Conducting consumer follow up and quality assurance;
  • Must be recertified annually

  • Possess strong computer skills and the ability to understand the basics of working in:
    • Google tools (Chrome, drive, forms, sheets, etc.)
    • Excel spreadsheets
    • Willingness to learn new on-line software programs
  • Have reliable transportation and be available to drive to navigation/outreach locations;
  • Possess socio-economic and cultural sensitivity and interpersonal skills necessary to communicate with people who may be angry, upset, or ill
  • Must be free from conflicts of interests, including payments and incentives from brokers, insurers or insurance industry; must not accept, directly or indirectly compensation from issuers related to enrollment in Qualified Health Plans or Non-Qualified Health Plans
  • Bilingual in Spanish is a plus
  • Ability to work a flexible schedule, including some evening and weekend times during open enrollment (Nov-Jan) (during open enrollment the emphasis is on Navigator duties may shift to up to 100% of time)
  • Experience in event planning and volunteer coordination a plus
